Accountability through CQI methodology: Liberty Healthcare believes in real accountability for consistent, timely, high-quality services. Effective contract management requires a stream of reliable on-going data about each vital aspect of service delivery. Our goal is measurable excellence where Liberty applies streamlined, cost-effective methodologies for quality improvement; utilization management; staff productivity; clinical management; information systems and reporting; and outcomes.
Liberty’s staff is held accountable to consistently high standards of quality by measuring and monitoring a variety of performance indicators, such as emergency responsiveness, timeliness and quality of reports, productivity, medication administration, documentation, risk management, client satisfaction, and many other areas of functioning. Additionally, outcome studies are utilized to evaluate the effectiveness of treatment programs.
Liberty’s Department of Quality Improvement: Liberty Healthcare Corporation has a dedicated Department of Quality Improvement/Quality Performance (QPQI), whose function is to ensure consistent high quality care across all our programs nationally and provide measurable accountability for our public sector clients. Liberty’s approach to quality blends the evaluation of cost management and resource management with evaluation of program effectiveness. At the corporate level, the Department organizes and gathers a variety of service delivery indicator data and identifies and disseminates vital information and programs to on-site facility Directors, who share common service needs and tasks.
At the local project level, Corporate Quality Improvement support also comes in the form of ready-to-use methodologies for Quality Improvement programming, which are customized to meet the specific needs of any given services or program that Liberty is contracted to deliver. Each project is required to develop its own QI/QP plan which, at a minimum, must monitor selected measures of effectiveness, efficiency, clinical risk management, customer satisfaction and access to care/services.
Liberty’s QualityCare™ offers consultative expertise/staffing and a comprehensive array of Quality Improvement/Quality Performance products and services in support of our clients. Liberty QualityCare™ offers a variety of value-added services that encompass record reviews, including the following specialized functions:
- Provide specialized training to all levels of staff in Quality Improvement methodologies, including Root Cause Analysis of sentinel events and Failure Mode and Effects Analysis to prevent error in the future and Legal Aspects of Documentation.
- Provide behind the scenes QPQI reviews in preparation for Accreditation or Regulatory surveys utilizing customized program evaluation tools.
- Deliver second-level physician Peer Review services for critical (Sentinel) events.
- Perform clinical competency evaluations of perspective clinical staff.
- Perform Credentialing and Re-credentialing of clinical professional staff with Liberty’s Certification from the Joint Commission on Health Care Staffing Organizations.
- Share customized tools to enhance our client’s Risk Management strategies.

- Provide the services of a panel of Medical Experts to enhance clinical services with our Clinical Management Guideline Series created by our panel of Medical Experts.

Liberty's Physician Peer Review Systems
Liberty’s peer review function is highly developed at both the corporate level and the program/site level. It is organized such that Liberty’s corporate Department of QI/QP provides education, training and on-going consultative support to each program in the field. The Corporate Department of QI/QP assists the leadership of each program to develop appropriate QI and Peer Review mechanisms specific to the services provided at the given site/facility.
Typically, this entails a series of on-site visits and/or teleconference sessions by Liberty’s Director of Quality Improvement/Quality Performance to provide training in QI and Peer Review methodologies, help organize the QI/PR program components, facilitate the development of its selected quality measures and indicators, and marshal resources to get the QI and Peer Review program underway. Subsequently, Liberty’s Vice President of QI/QP provides on-going oversight and consultative expertise to the site-based QI and Peer Review committee.
Liberty’s Department of Quality Improvement/Quality Performance operates two distinct Peer Review systems at the corporate level with oversight of Liberty’s clinical programs across the country: one for physicians, the other for behavioral health services.
