Charlie Sproule, Ph.D.

Vice President, Operations

Dr. Sproule implements and manages Liberty contracts in the areas of behavioral health, juvenile justice, forensic mental health, adult protective services, and psychiatric and medical staffing. Charlie is a results-driven behavioral health executive with a strong clinical and fiscal/operations background and extensive experience managing complex, multi-site health care programs. 

Charlie joined Liberty in 2004 to implement and manage the first civil commitment program for young adult sex offenders aging out of the juvenile system in the United States for the Commonwealth of Pennsylvania. He has been steadily promoted from Program Director to Director of Operations to Vice President of Operations, with increasing levels of responsibility. He also spearheaded implementation of the first county-based secure mental health program for juveniles in Pennsylvania, managed contracted behavioral health services for a large urban community mental health system, helped establish a 100-bed academic medical center behavioral health program, and oversaw a large statewide contract providing over 340 health care personnel.

Prior to Liberty, Charlie directed multiple residential treatment centers for troubled youth, including the implementation of a secure treatment facility for adolescent females that earned the Pennsylvania Juvenile Court Judge’s Commission “Residential Program of the Year” award, and co-authored the Adolescent Relapse Prevention Workbook: A Guide to Staying Off Drugs and Alcohol.

Charlie earned a Ph.D. in administration and leadership and a master’s degree in sociology from the Indiana University of Pennsylvania and a bachelor’s degree in finance from Shippensburg University.
